Job Summary
Support the Senior Manager of Emergency Management in coordinating programs and participate as a managing member of a departmental team to ensure emergency planning, regulatory compliance, continuity of operations, and risk management planning are executed. Review outcomes from exercises to determine improvement planning corrective actions that may need to be addressed.

Essential Functions
Manage Amtrak's emergency management program, including incident management plans and stakeholder coordination.
Analyze risk assessment data, safety reports, and audit results to identify trends and recommend mitigation strategies.
Develop emergency preparedness training curriculum to meet legislative, regulatory, and industry standards.
Implement and track emergency notification system tests and serve on local safety committees.
Lead all hazards drills and exercises, author planning materials, draft after-action reports, and manage vendors supporting grant program implementation.
Minimum Qualifications
Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
Plus 7 years of relevant work experience.
Preferred Qualifications
Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
Plus 9 years of relevant work experience.
Knowledge, Skills, and Abilities
Ability to plan and conduct effective meetings; expertise in facilitating meetings
Skilled in delivering public presentations
Proficient in interacting professionally with diverse backgrounds
Completion of FEMA Independent Study Courses (NIMS - IS 100, 200, 700, and 800)
Working knowledge of emergency management planning processes, including the Incident Command System
Strong business acumen, translating strategic plans into program development
Ability to manage budgets, schedules, and performance of professional service groups
Effective communication of complex information to diverse audiences, including senior-level leadership
Strong interpersonal, organizational, and problem-solving skills, capable of working independently or collaboratively
Experienced in Microsoft Office suite, particularly in developing, reviewing, and auditing plans and documents
Skilled in translating the roles and responsibilities of the Amtrak Emergency Management Department to stakeholders
Capable of building collaborative partnerships with various stakeholders, including first responders and operational partners
Skilled in handling pressure, fast-paced environments, and aggressive deadlines during emergencies and regular operations
The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
